Patrick Kelly is the Director General responsible for Land, Joint and Procurement Excellence at the Defence Investment Agency. He leads major defence procurement and capability initiatives focused on accelerating delivery, strengthening Canadian industrial capacity, and modernizing procurement practices for the digital age.

With more than two decades of experience in complex public sector procurement and infrastructure delivery, Patrick has held senior leadership roles across the Government of Canada, including in transportation, real property, major infrastructure, and commercial acquisitions. He has led large-scale and high-profile procurements involving collaborative delivery models, strategic sourcing, and innovation-driven commercial frameworks.

Patrick is a strong advocate for modern procurement approaches that enable faster outcomes, iterative development, and closer industry collaboration. His current work focuses on integrating industrial strategy considerations into procurement decisions, advancing AI-enabled procurement practices, and building commercial models that incentivize innovation throughout project delivery.
